This is a standard reply to those who have requested a source for the
following Usenet article:

The British Minister for Women has announced plans to compel employers to
pay men's wages into their wives' bank accounts.

Baroness Jay said that the new rules, which will come into force in
April, will reduce poverty in the family by ensuring that family income is
not wasted. She said that wives will have sole discretion over whether or
not they receive their husband's wages directly. This is in line with the
current regulations which allow wives to decide which partner is paid Child
Benefit.

Men's rights groups have expressed concern and say they are particularly
worried about separated men who will have to ask their estranged wives for
enough money to live on.

Legal experts say that the new Family Income regulations will also be
applied to unmarried couples with children who live, or have lived,
together.

I am sorry that I'm unable to reply personally but over a hundred queries
have come in and I have other work to do. I answer the main points below.

The information is derived from a speech made by Baroness Jay at the
Guildhall, London on Monday evening when she addressed a meeting of the
National Women's Group. Journalists and television news cameras were
excluded from the hall.

Parliamentary lobby reporters picked up the story and it was from one of
them that I first heard it. No, you can't have her name.

Yes, it did appear in the news. Specifically, it was on the Midnight News on
BBC Radio Four.

No, Britain doesn't really have *a* Minister for Women. It has two, one in
the House of Lords, one in the House of Commons. Baroness Jay sits in the
Upper Chamber. There is no Minister for Men in either Chamber.

The April start date may be because the British tax year runs from April 6
to April 5 the following year. No, I can't confirm if she meant April 2000
or April 2001.

Child Benefit is money paid weekly by the government. It is paid to all
families with children, regardless of means. The mother decides which
partner receives the money and can change her mind at any time.

Child Benefit was introduced to replace the tax concessions once given to to
the highest-paid working parent, usually the father.
