ABSTRACT: Germany and the EU must give stronger credit to Ukraine´s emergence
as an independent democracy in the tradition of Europe´s historic liberal
movements. The EU should quickly enable Ukrainian accession, but NATO membership
should not be pursued, as this would likely exasperate tensions with Russia.
