fermeture / ouvert
Zur Inszenierung und Architektur des öffentlichen Raums während des
G-8-Gipfels in Evian.

Im Juni 2003 tagt der G-8 Gipfel in der französischen Kleinstadt
Evian am Genfer See. Während Evian hermetisch abgeriegelt ist,
mobilisiert die "Anti-Globalisierungsbewegung" zu Blockaden, Aktionen
und Großdemonstrationen u.a. nach Genf und Lausanne, wo auch ein
großer Teil der Delegierten und der für den Ablauf des Gipfels
zuständigen Personen untergebracht ist.
Mit dem jährlichen Zusammenkommen der politischen Repräsentanten der
acht führenden Industrienationen wird das Ringen um eine "new world
order" medienwirksam inszeniert. Beschlossen wird nur das, was eh
schon ausgehandelt ist. Wichtig ist Symbolisches: Lächelt Bush beim
shake-hands mit Chirac, findet er ein freundliches Wort für Schröder?
Auch der Protest kann nicht danach trachten, den Gipfel politisch zu
beeinflussen. Er zielt ebenfalls auf seine Symbolik und versucht den
trotz aller innerer Konkurrenz imaginierten Konsens zu attackieren.
Ein Konsens, der besagt, es gäbe keinen Wunsch nach einer Alternative
zum bestehenden Modell eines neoliberalen Kapitalismus unter wessen
politischer Hegemonie (der anglo-amerikanischen oder der
kontinental-europäischen) auch immer.

"fermeture / ouvert" ist jedoch keine Dokumentation des Gipfels oder
der Proteste der "Anti-Globalisierungsbewegung". Der Film untersucht
vielmehr, welche Auswirkungen das Spektakel "G-8 Gipfel" auf den
öffentlichen Raum zeitigt. Ausnahmezustand und die Normalität des
Alltags äußern sich in der Architektur der aus Sicherheitsgründen
verbarrikadierten Städte Genf und Lausanne. Komplette Häuserfassaden
werden bis in die oberen Stockwerke mit Holzplatten verschalt, die
von den AktivistInnen wieder abmontiert und zu Straßenbarrikaden
aufgeschichtet werden. Geschäfte und Straßen werden geschlossen und
wieder geöffnet. Polizei und Demonstranten marschieren in
unterschiedlichen Formationen über leere Straßen und Autobahnen. Die
Stadt wird zu einem surrealen Kunstraum für Graffittimaler und
Glasereibetriebe. Aktivisten verschaffen sich symbolisch Einlass in
die zumeist nur hinter verschlossenen Türen agierende
Welthandelsorganisation. Es geht um das Öffnen und Schließen von
Räumen, Grenzen, Denk- und Handlungsmöglichkeiten.

Der Film verzichtet nicht nur auf jeden Kommentar, sondern bleibt
über weite Strecken tonlos. Die plötzlich hereinbrechenden kurzen
Sound-bites öffnen jedoch das Ohr für den "Sound" des Gipfels: das
Kreischen der Stichsäge, das Klirren von Glas, die Protestparole, das
Stapfen der Polizeistiefel. Die isolierten Sound-bites bieten ebenso
wie die ruhigen, zu einem großen Teil aus einer frontalen Einstellung
aufgenommenen Bilder der Stadt (der verbarrikadierten Fassaden, der
Passanten, Graffittis usw.) die Möglichkeit, die weitestgehend
ritualisierten Inszenierungen der "Macht" und des "Protestes" neu zu
reflektieren.

"fermeture / ouvert" ist ein Video, das zwar auch in einer
klassischen Kinovorführsituation gezeigt werden kann, wünschenswert
für die Präsentation ist jedoch eine offenere, installationsartige
Situation in der das Video als Loop abgespielt wird: eine Situation,
die es dem Publikum ermöglicht, sich spontan hinzu zu setzen und sich
auf den Film einzulassen, miteinander zu kommunizieren und wieder
weiter zu ziehen.

About the staging and architecture of public space during the G-8
summit in Evian.

In June 2003 the G-8 summit took place in the small french village
Evian, located at Lake Geneva. While Evian was closed completly for
any public protest, the "anti-globalization"-movement mobilized for
blocades, actions and mass-rallies to Geneva and Lausanne, where the
major parts of delegates and people responsible for the
infrastructure of the summit were staying.
During the annual meeting of the political leaders of the 8 most
important industrial nations the striving for a "new world order"
will be staged as a spectacle for the media. Nothing that hasnot been
decided on beforehand will be decided during those days. Only
symbolical gestures are of any importance: does Bush smile at Chirac
while shaking hands; does he find a friendly word for Schröder?
Likewise the protest can not hope to gain any political influence on
the summit, but aims also at the symbolical meaning of the summit and
tries to destruct its imaginary consensus. A consensus, which
proclaims that - by all inner rivalary - there is no desire for an
alternative to the existing model of neoliberal capitalism.

But "fermeture / ouvert" is no documentary on the summit itself nor
on the protests of the "anti-globalization" movement. The video
rather examines the effects of a spectacle like the G-8 summit on
public space. A state of emergency and the normality of every day
life express themselves in the architecture of Geneva and Lausanne,
where most buildings are barricaded for security reasons. The fronts
of banks, shops and offices are completly sealed off with wooden
panels, which on the other hand are used by the protestors for
building street barricades. Streets and stores will be closed and
opened up. Police and activists march in different formations on
empty roads and highways. The city becomes a surrealistic gallery for
grafity-artists and glaziers. Activists enter symbolically the
premise of the World Trade Organisation, which usually prefers to
keep its activities behind closed doors. It is all about opening and
closing of space, of borders, of new perspectives for thinking and
acting.

The video does not only keep out any off-commentary, but runs for
most parts without any sound. Only short sound-bites will explode
suddenly and open up the ear for the sound of the summit: the
shrieking of the saws, the breaking of glass, the yelled slogan of a
proestor, the marching of police. The images, which are mostly steady
shots (of the buildings, grafities, by-passers moving through the
picture) taken from a frontal position, are functioning almost like
stills. Like the isolated sound-bites the images will give the
opportunity to rethink the quite ritualized staging of "power" and
"protest".

"fermeture / ouvert" can be shown in a cinema-like situation, but
preferable is a more open screening, where the video is screened as a
loop and the audience can sit down and drift into the pictures, but
also can communicate with each other and leave again.
